Federal Capital City Ceremony of Laying the Foundation Stones of the Commencement Column on Wednesday 12th March 1913, printed in black (the Coat of Arms in green and gold) on the reverse of an ornate claret leather coloured 'ticket' with gold embossed Commonwealth Coat of Arms followed by 'Laying Foundation Stones. / Commencement Column. / Federal Capital City. The name of the invitee, Mrs Marie Fox, has been added in manuscript. Foundation stones were laid by the Governor-General, the Prime Minister, Andrew Fisher, and the Minister for State and Home Affairs, King O`Malley. Lady Denman then officially named the city Canberra. The monument was designed to have a 27 foot high column to signify the Commonwealth, to be mounted on a hexagonal base made of six granite blocks, one from each of the states. Although the column was never constructed, the base containing the three foundation stones was a feature of Capital Hill.
